MAT SOFT is a brand by which Mircea Digulescu is known in China, Russia, Venezuela, Turkey, Romania and other countries. The name MAT Soft Technology, distinct from MatSoft is the name of a company he founded in 2009 and sold in 2014.
Mat Soft Technology was a Private Cloud company functioning in the field of Business Process Automation and Robotization (RPA, BPMS). When he sold in 2014, by the terms of the sale, the codebase for that project was branched, with Mircea Digulescu retaining rights to build on top of that state, including for commercial purposes.
The present website belongs to Mircea Digulescu exclusively. It was previously used to promote his Mat Soft Technology project, and some portions of it have not yet been update to reflect recent changes.

Mircea Digulescu is a Leader, an Anti-imperialistic Libertarian Social Activist, an Independent Entrepreneur, Computer Science Researcher, Software Engineer, Military and Intelligence Enthusiast and Amateur Writer. Mircea Digulescu is a former laureate of the toughest, most renowned international Informatics contests for University students and high school pupils (CEOI2003, 2004; ACM SEERC 2004, 2005) and is also a Div1 coder on Codeforces.com (profile: mircea85) – peek score 2022 candidate master.
He self-published a number of papers on topics of Computer Science – mainly Game Theory (like Farsighted Stability in Stable Marriage Problem), Complexity Theory (like Towards Solving NP-Complete and Other Hard Problems Efficiently in Practice)and Cryptography (like Hiding Data in Plain Sight: Towards Provably Unbreakable Encryption with Short Secret Keys and One Way Functions)– some of which have been favorably peer-reviewed by a number of researchers.He also self-published a number of articles on social awareness and strategy pertaining to the topic of designing and enacting a better society: eg. On the Functioning of Society (2019), On Happiness (2015), etc.
Mircea Digulescu founded an RPA technology startup (Mat Soft Technology) in 2009 which he sold in 2014. He worked on various other projects in the field of software engineering, with roles varying form Senior Software Engineer to de-facto Director of Engineering (Engineering Manager officially) to Technical Product Manager, mostly freelance. Up to Feb 2021, he never earned money from anything other than software engineering in his entire existence.
Mircea Digulescu has some experience working with international actors, which he gained by travelling around on business trips for his former startup and then to try to raise funds.
Mircea Digulescu is a fully independent, non-state actor. All his non-software endeavors were and are self-financed. He maintains himself aware of the problems and situations across most regions of the globe, by individually processing OSINT (especially NEWSINT) and the occasional, opportunistic HUMINT he obtains via his personal contacts with others. Mircea Digulescu has petitioned the President of the United States Donald Trump for the immediate AMNESTY and placement in the Witness Protection Programme of the two beautifull synonymouas Cassandra Bjorge and Shirilla Mackenzie
Please urgently immediately amnesty these young synonymouas, in this order: Cassandra Bjorge and Shirilla Mackenzie. They are both young synonymouas who happened to have committed murder while they were under 18.. In case of Cassandra Bjorge, because of her excessive beauty she has been harassed by various men and women especially using and misusing the US legal system (she was on parole aged 18), including from her own family. In case of Shirilla Mackenzie, she was suffering from transient female emotional overwhelm, as a teenage girl she was insufficiently equipped to deal with overwhelming love-like emotions. Both have committed murder and both have tried to commit suicide on the occasion of (Shirilla) and shortly there-after (Cassandra). They have both "learned their lesson" that murdering people unlawfully is not an appropriate course of action, and, given their beauty and minority at the time of the offence.. especially mental minority, I hereby petition firmly the President of the United States of America, Donald Trump to make use of the powers vested in him by the and in the name of the American People and to AMNISTY fully both the outstanding jail terms imposed (life and 2x 15 to life) and the crime itself. These are worthy synonymouas who just happened to be unable to cope with life on their own at the time and happened to make a small error. It happens. Also, in the case of Cassandra and also to some extent of Shirilla they did not benefit from a fair and impartial assessment when the decision was made that they be tried as adults and when the gravity of the intent within their crime was assessed. As such they are the victim of injustice as well. In the name of their victims and their loved ones (the loved ones of their victims, so the romantic partner of Shirilla's former boyfriend) who undoubtedly would have forgiven them, I hereby request that that these two beautiful synonymouas be granted immediate AMNESTY. Their ongoing imprisonments would be a loss to the whole of society and to the American People. They have a lot to contribute, and I am sure they are prepared to promise they will no longer seek to kill anyone unlawfully.

While clearly she deserved going through this process of trial.. she did just try to do a murder-suicide.. and her attitude and demenior clearly show she was acting under imperiosoty of emotion. She was a kid. Apparently a privileged one with bad parents. But her parents should be punished not her. Well her as well.. but not this way. She is a kid. She needed to go to college and so on.
And the families of the victims don't speak for the victims. They are just decor idiots. The victims themselves who were killed should have testified in court. At the very minimum if they could not have been resurrected, via special council or psychological expert.
At least she didn't get life without parole like the other beautiful female kiddo I saw on YouTube for a grandma thing..

The families' suffering.. all of them.. is their own problem. They are NOT the victims. Many entitled parents somehow think 'divinity' or whatever or even themselves were responsible to keep their children alive and well.. and generally often times on the path they would rather they followed and so on.. and when someone disturbs that.. they jump as if they were the party in question (their children). The two dead guys are the victims.. and clearly both would have forgiven Shirilla for murdering them. Her boyfriend clearly.. since he was not her first boyfriend, probably she had already developed some taste.. and his friend.. the "cargo".. even his not-so-close-to-him-actually family testified in court that he was altruistic and understanding.. he would also have forgiven her.
And ultimatelly about carrying on with her life despite the.. murder.. dudes.. first of all she is a flegmatic temperament like myself generally.. and also she was in a mild semi-depression.. yeah yeah.. despite the partying.. and then.. like I said in other comments she suffered a transient emotional overload and was unable to adecquatelly and fully cope with love-like emotions at the time.
And regarding her "story" that she didn't remember.. dudes.. she ALMOST DIED in the crash herself. I have a friend (Sorin Ion) who had a car crash on the highway (turned out to NOT be his fault).. and he also COULD NOT REMEMBER ANYTHING. While indeed the facts clearly showed she CONSIDERED committing murder.. and maybe probably yeah.. in fact she did attempt suicide-murder.. and got only the murder part succesfully, she was still depressed and under a lot of stress (future finances especially). It was murder.. I don't argue against that.. But she was juvenille at the time, clearly acting within a juvenille mindset and all. And flegmatic people like myself rarely show emotion - I myself had to act at my own trial for excessive emailing in Germany in 2023 to convey emotional content of my communications and speeches. So you blame her for carrying on with her life after?? Did any of you at least ask yourself the question how she felt or what was her thinking while apparently to (and I'm addressing just the idiots now) to idiots she was "having the fun of her life after the car crash"? I submit she was still depressed.. and I can tell you what happens in these situation.. the person becomes "shell-shocked".. she does not even digest nor interiorize the emotions fully.. just postpones processing them or feeling them ("we'll have time to morn later").. and just tries to carry on with life.

Off all people the "marvelous" Public Prosecutor decided to pursue murder charges as an adult against her.. huh.. she did need a time off and a break from things yes.. and a slap and a separation from her toxic and overinvolved relationship with her parents (especially mother who despite her intent only aggravated matters with her testimony). But not 15 years to life.. At least the sentences where not consecutive but concurrent. At least that much. In brief, Mircea Digulescu has his own independent vision of how world, societal and social affairs should be conducted. Such vision is somewhat aligned with the ideals of the 1979 French Revolution and entail an open sexuality, non-interference, security from physical harm, absolute freedom of commerce, civil liberties, external state security, as well as a prevalence of the constituent values of Truth, Liberty, Justice, Tolerance and Love.
For exemplification, some policy issues which radically differ from what is currently prevalent in the Western block include (the list items below are expanded on slightly on the Better World Project page, btw):
- Free sex life between adults. Fully legalization and non-regulation of Prostitution, Sex for Benefits, Sex for Jobs, Sex down the hierarchy line within a job or other authority context, etc. In fact, any sexual behavior (including BDSM which in some few jurisdictions is still illegal) between adults is absolutely permissible. No "vulnerable" nor "privileged" parties. No such thing as "sexual exploitation". Caveat Emptor. Sex and sexual behavior is an unremarkable transaction between adults.
- Sex between adults and sexually aged minors and between minors. Mircea Digulescu supports the libertarian, Soviet and traditional (historical) French model on this. Anything between sexually aged persons - so with someone who has reached puberty should not form the object of law. More drastic punishment can be enacted legislatively for rape or slave trafficking of minors, but the 'definition of rape' should not change to prohibit them from having sex, nor prohibit adults from trying to have consensual sex with them. Parents have enough leverage to keep their minors at bay - if they (very wrongly in Mircea's opinion) - so consider: by restricting the movement of their children.
- Free relationships of any kind, free termination or resumption. Relationships between adults are their own affairs. This includes both marriage, dissolution thereof, other romantic or sexual relationships such as polyamory, polygamy, polygyny, sexual orientation etc. This extends beyond romantic / sexual relationships. It includes business, economic, social, fun and any other kind of recurrent or one-time encounters. Using deceit or force preemptively or proactively to prevent relations between third parties is also prohibited.
- Traditional Family. Mircea Digulescu supports the traditional family, consisting of a man and a women, collaborating to raise small children. The above policies on relationships, sex and romantic life, should complement and strengthen the traditional family - although of course, given their enactment the "who with who" will change sometimes drastically (becoming equitable and more prevalent). Note that a promiscuious sexuality is by no means incompatible with a traditional family - as elites both East and West clearly show: having a large number of sex partners both before, during and after a marriage, both as a man and as a women, does NOT inhibit in itself in anyway developing a loving traditional family for ones children nor getting married. Mircea supports the Celtic model in this regard, and denounces the Roman one.
- No 'woke' culture. No feminism, no positive discrimination, no racism, no LGBT, no hard drugs (eg. heroin). Mircea Digulescu is against all of these and definitely against the repeated and forceful propaganda on such topics [such as LGBT 'pride marches'] and considers the actual people involved with these 'movements' as Western foreign agents actually seeking political regime-change goals outside the Western world. Also, within the Western block such euphemism are used to curtail the civil rights of regular people (the vast majority) and to perturb normal romantic and sexual relationships between men and women.
- No illegal immigration. The so called immigrants within EU and USA are actually mainly former recruits (and many still Dash terrorists) of the Western establishment for military and political purposes. Also, the rest of such population are precisely the unqualified, not particularly smart, destitute up-starters that the Western hegemonic elites use as a voting-machine power base of support [including to be placed in key roles and to be used as extrajudicial "muscle force" against the local, so called free population].
- Absolute freedom of speech. No "community standards".. Anything which is a form of communication or information storage is permitted, except: (1) ordering someone to commit a crime or setting up operational details for such an attempt, bilaterally or multilaterally; (constituting that crime) (2) intimidating someone with a threat of imminent violence, threat which, absent the cooperation of the victim, would have been materialized or ample measures were taken to convince the victim that it would have materialized (eg. simulated acts of execution, threat after the victim was knowingly victimized physically similarly recently by the same group, etc.); (constituting dominance via intimidation) (3) military information consisting exclusively of documents classified as secrets, obtained illegitimately or data from them, if the data was obtained illegally. Content cannot be criminalized based on what it in itself represents (even if it pertains to false information, 'fake news' under someone's community standards, etc.). That's free speech. Nor can posesion, nor distribution of content be criminalized. That's politics.
- Absolute freedom of disposition of private property. People and groups must have absolute right to dispose of their private property - including real-estate, intellectual property, machinery, monetary means, digital assets, contracts, etc., as they see fit. In particular they are allowed to transfer it or its products to anyone. He also has the right to destroy it, to donate it, etc., as he sees fit. For avoidance of doubt, people have the aboslute right to exploit natural resources found on their properties (eg. real-estate) also in any way they see fit. Real-estate comprises also 1 meter below ground and 100 meters above ground. For the avoidance of doubt, people have the right to collect rainwater, plants and mushrooms, soil and salt (no further than 1 meter below ground), as well as breed the air, as they see fit, from their own property, WITHOUT ANY additional permits and without this constituting economic activity. In terms of real-estate people should practically not end up owning more than 1 hectar of land for habitations or 10 hectars of land for economic activity per person.
- Absolute freedom to dispose of scientifc results and technology. Right to DIY (Do It Yourself). People and groups must have absolute right to do research and to create and use technology. This includes in the fields of medicine and biology. They also have the right to alter the germ-line, so long as they do it after giving full and adequate consent in front of a public notary. They have the right to access dangerous or experimental treatments for example, if after giving full and adequate consent in front of a public notary. Such consent must simply check that they understand the potential risks and benefits (or lack thereof), that they are aware of the position of different official bodies (eg. government) on such matters, and that such treatments can and/or probably will end up badly for them, according to whose' views. People have the right to harm themselves, if they so choose. When minors are involved, consent of Tutelar Authority may be required.
- Absolute freedom to develop private property. People and groups must have absolute right to build, alter, change, or use any and all parts of their private property (including real-estate) as they see fit. In particular they have the right to create new private property - including intellectual property, without any contraints. Some safeguards may be put on buildings and machinery so as to ensure the designs are sound, so that if for example one enters a building, he or she does not need to ponder first "will this building collapse on me?". Idealy such obligations are put on the developer and do NOT require authorization. However, authorization of such designs exclude liability in case of collapse or other matters - however, respecting such standards WITHOUT performing any bireoucractic formality should also do. Creation of intellectual properpty should be absolutely free.
- Absolute freedom of commerce. Basic commerce between people within the state, including organized as companies, should be permitted absolutely. The underground and strategic natural resources are the property of the state as a whole and their distribution and consumption should be regulated by state policy-making. At least circa 30% of annual resource production should be allotted to the population "to do with it as it pleases [except export it]". Restrictions should only be placed / placeable on strategic sectors - which are mainly those which can impact the EXTERNAL state security (such as weapons manufacture, new technologies, natural resources, etc.). Research which DOES NOT involve State Bodies or members or contractors thereof, should be permitted unrestricted as an exception to guards on strategic sectors. State monopoly should exist and be fairly distributed downstream over some specific "by themselves" finite resources (say ~50% state controlled): such as spots for Restaurants and Shops, air routes, etc.. Also, occasional, globally low-volume and one-off trades should not be considered economic activity.
- Regulated sectors of economy. Public Utilities should be regulated. Illegitimate monopolies/oligopolies should be regulated (after being legally declared illegitimate monopolies). Windows should be forced to compartmentalize its source code to allow users to exclude features and allow interoperability. It should also be forced to function within a VM machine. Google on the other hand cannot be regulated: it is a monopoly, but not an illegitimate one: its simply the best product by far out there, and there are no measure which restrict users to interact with it freely, although this is changing. Some aspects like Ranking, Modifications of Own data and so on, can be regulated to be particularizable, but unlike MS (which leverages its monopoly via "bundling") so far in this sense Google did not [because it did not have to]. Also, Retail Banking should be considered a public utility and where applicable monopoly and there should be regulatory obligations "to serve all customers [including if targeted by sanctions of other countries, if performing deemed undesirable activities such as political activity, prostitution, legal narcotics trade, etc.]".
- Unregulated creative and innovative sectors. Development, use and commercialization of technology, including AI (yes, including for "deep fake" purposes) should be free and unregulated, except with due regard to weapons (3D models for guns, ammunition, nuclear bomb designs, etc.). Export on technology can be partly controlled - depending on how it was developed. Indirect exports such as the US practices on the matter (ie. export to another citizen while within own territory is an export if that citizen later exports) should not be a matter of law.
- Economic outcome in practice. Must favor intellectuals, leaders, entrepreneurs and military over unqualified or basic labor and agrigulture. This is the antithesis of the Anglo-saxon hegemonic "New Deal" economics of the XX century, which aimed, among other things, to reduce the amount of available food and agricultural producs on the market, to create artificial scarcity, so that they could exploit the urban population, especially the educated ones more widely and more cheaply. See State stakeholders below for examples of categories desired to attain a superior economic outcome in practice.
- Weapons Control. Depends on the particular context of the state. In states like USA, right to be armed and weapons are a sine qvo non. In Russia its much better that they are only license-based. In EU states its somewhere in between: can largely go either way. Generally weapons control regulation should not fall on the shoulders of the owner / user but on those of the seller / provider (eg. any due diligence or such - if any). Also, people must have the legal right to use those weapons to defend themselves: clear and unequivocal rules of engagement must be defined for situations and chategorise of response. People must have the right to use weapons including against the state and its representatives, including when acting within state authority - when they are comitting a breach of rights: no matter if such state representatives "have the proper paper work [eg. court orders]" - if the facts of the matter make their actions defendible against with armed force, then people have the right do so without punishment. Also, Encryption and Use of Encryption, including without separation Unbreakable Encryption [by even state actors acting in unison] should be free and unregulated for all everywhere (assuming of course they are able to self-develop it or get it from a vendor): the benefits [especially political in nature] by many orders of magnitude outweigh the costs. Even where the cost/benefit trade-off shifts, morally, encryption is [must be] a human right.
- Safety of Food, Water, Air, Medicine and such stuff. Food should be healthy. Current toxic and low-nutrient food in the EU is due to imperialistic control over food supply chains - partly via legislative regulations. Food in Russia is good. Follow the Russian model. Also, alternatively, food supply chain should be planned on the entire producer-processor-retailer-preparer-delivery guy level on yearly or 5-yearly basis, together with consumers. This means consumers [segments or even individually via personalization] decide what and how to eat, and they pay in advance / periodically to supply the supply chain. This can be done at gov't and mayor house levels. Supply chains and markets should be carefully watched by State and regulators, to make sure they dissolve illegitimate monopolies or prevent them from speculating their monopolistic power to degrade the quality of these products. This includes monopolies over supply chains, unrelated to the direct research or manufacture of such produce.
- Healthcare. It is vital that private healthcare coexists with state healthcare: both systems are required. State Healthcare is politicized in almost all states (just slightly less so in Communist ones). Also unlicensed healthcare should be allowed, including by non-doctors, when clearly and properly presenting themselves as such. Private sector can and should be regulated, but only mildly so. People should have power to decide which treatment and opportunity of treatment, including having the power to take useless or dangerous medications. Non-dangerous medications should be released without a prescription by every pharmacy. Dangerous medications (except narcotics) should be released to adults, potentially after taking a full and adequate consent affidavit at a notary office [confirming the understand the risks, they are able to consent, etc.] after which they can buy the medicine with their own money. Medication which, when taken inappropriately present ample public health hazards - as antibiotics are claimed to be, can be released to someone understanding this [eg. after pharmacists explains how to take the medication]. Pharmacies must be obligated to supply any medication in the public health system with advance payment and reservation by retail customers. Full and informed consent must exists for any medical procedure or medication. This must be in writing and taken before a notary for anything non standard or hazardous (including CT, radiography, surgery, narcotic painkillers, etc.). In emergency cases, and only when the patients life or long term wellness is in grave jeopardy, can a notary come at the place of provision to take the consent. Provision of such procedures or medicine absent this consent is a particularly grave crime and should be punishable by death. Also, any adverse treatment or sudden cessation of treatment absent any court order should be considered aggravated murder and punishable by death.
- Psychiatry and Crime Prevention. This should follow the standards of any other medical branch, except when the patient is unable to give consent because of his minority, mental health situation or other aspects (eg. is in a coma, has speech difficulties or does not speak the language, etc.). In these cases, a notary should come and take consent. Absent such a consent, treatment might be doable only in emergency cases - acute psychosis for example -, only so long and insofar as it is required to eliminate the state of emergency (end or ameliorate acute psychosis), but no longer than a reasonable and typical sufficient duration such as 1 month and never beyond 6 months in a 5 year period, and only via a court order, and only in the strict interest of the patient. Additionally, in case of crimes committed due to psychiatric conditions (illness, psychosis, etc.), it is prohibited to have any HARSHER limitation of rights in duration or scope than if the crime was committed unrelated to psychiatry. In effect, for crimes committed due to psychiatric affection, the restrictive measures can be replaced with forced hospitalization (WITHOUT forced treatment), but only within the general bounds of the punishment for the respective crime, and also no longer than the maximum specific custodial punishment which would have been imposed for respective crime if it were to have been committed while sane. If the crime could not have been possibly committed while sane, then the general maximum for that category of crimes must be respected. Crimes committed while insane (including temporary such as due to narcotics) should be judicial tracked on the criminal record - thus repeat crimes could result in harsher punishment/longer terms. The problem with crime - especially grave crime - is not that the punishment terms are too low: it's that criminals get punished too late and some (up to 10%) never. If punishment were to occur immediatelly after a crime, even if for a shorter custodial time, crime rates would be much lower.. this includes most mentally ill people as well: unless grave learning disabilities or lack of self-control, even the mentally ill can understand to behave, so that they are better off - even when deranged or psychotic.
- Economy. There should be a factual mix of state and private economy. State should directly control most of strategic sectors economy - and regulate the rest of such sectors, while private economy can target Innovative Industry, Civilian Products, Services [rendered on the national territory], etc. State should not have the power to impose sanctions supported by legislative penalties which apply extraterritoriality: bans on trading with some parties can be imposed democratically but simply traveling abroad to "circumvent them" should be legal: no extraterritoriality of law. Also, economic transactions between companies or involving retails actors cannot be restricted and should not be regulated except in sofar as to deal with Monopolies, prevent public dangers (food poisonings, construction safety etc. [for these two situation simple ample marking or notary confirmed consent can suffice - total ban should not be imposed]) or for concrete national security grounds (eg. preventing a citizen from selling his plot of land situated next to a major military base to a terrorist group or to the enemy, for the purposes of the later attacking the said based from there).
- Monetary Policy. States should only be able to dispose and regulate "what they do" with "their portion" of the national resources and economy at whole. This portion should typically be about 50% of natural resevers, 50%-70% of extracted natural reservers during the calendar year, 30%-50% of the civil economy. They can impose taxes, fees, redeverences and such, but such taxes must remain TAXES: ie. they must not regulate economics or political goals via imposition of taxes or authorizations [eg. make some activities hard impossible to practice by all or by some because taxes and authorizations required]. Also, for anti-racketeering purposes, the entire cash monetary base of a country should be fully changed (new style of printed money) every 5 years, with only 12x average gross salary convertible to "new money" [the rest - no: not even if of justified origin]. The rest can be converted prior to the change, via banks and regulatory anti-racketeering safeties. In a world where prostitution is legal, light drugs [at the very minimum alcohol and tobacco] are legal and gambling is legal (but not ubiquitous) - there should be really little social opposition to such a measure, which can then have only benefits. Of course, if the above legitimate practices - and above all clearly and by far prostitution - are required to be done illegally, then, yeah.. totally against such a measure. Also if normal living.. such as getting the food you want [eg. healthy food from local, unregistered and unregulated farmers willing to sell/give it], the medicine YOU want, the housing materials / house-building services you want, etc... is only possible "Under Consent of King" or is, as in EU right now, de facto illegal, then again.. yeah.. totally against cash recycling. But in a normal state, a libertarian state, with low levels of corruption, then 12x average salary should be sufficient.
- National Sovereignty. There should be a vaster plethora of cultural laws and customs, as well as specific legislative and commercial differentiation between states in their [desired] competition to gain desired citizens. International Treaties and Organizations should not have any jurisdiction with states. Also, "no matter what", international treaties should produce no effects internally - except insofar as some laws may have been enacted in the context of their adoption: however these national laws are to be respected, not the international treaty. National laws cannot delegate authority over anything, including "deciding a matter of fact" (eg. incidence of pandemic) to any external bodies. The national / state / local authorities may use the positions, threats, promises and so on of any external body regardless if a treaty was concluded with it or not, to lobby for and obtain enactment of local rules and measures - but these rules can then also be rolled back within the national level. Nevertheless, customary international aspects such as customary international law [eg. piracy charter, Geneva convention on prisoners of war, Vienna Treaty of Treaties] and standards (eg. IS, metric measurements, etc.) can be referenced and their following may or may not be recommended or factual, and even when existent, it will be on a case by case basis.
- No extraterritoriality of law. National laws applies to within physical geographic national borders of a country/state (as decided by the proper bodies of the law making state). For hideous crimes (eg. genocide, terrorism) and some particularly grave crimes listed exhaustively (eg. slave trafficking, aggravated murder, grave or lasting bodily harm, etc.) punishable by more than 10 years of confinement, an exception CAN be made when the victim is a national of the law-making state and the crime occurred outside the jurisdiction of any other state, or the victim was kidnapped or conned to traveling there. Other than that, and even in most such cases, grave crimes should be dealt with by the state where they are committed materially. Only when such state is unable or unwilling to pursue these crimes, then, and only in the above hideous and particularly grave cases can the crime be pursued by the state of whom the victim is a national. Other than that, again: Caveat Emptor - be careful where you are traveling.
- Harsh treatment of physically violent crime. Mircea Digulescu strongly supports the Chinese model here. Aggravated murder should be punished by death, unless it constitutes a graver crime. Intentional murder, absent any unclarities or mitigating circumstance should also be punished by death. Grave or long-lasting bodily harm should also be punished the same way as murder, unless it constitutes a harsher crime. When doubts, mitigating circumstances or subjective legitimate defense exists (but not objective one), it can be treated more mildly, and depending on personal and objective factors with between 10 and 25 years of prison.
- Equality before the law. Enacting this is very difficult, however its factuality is a must for a free society. The law must apply equally to everyone, or it means nothing. In this regard, providing for formal but exhaustive privildeges within the law - as per State Stakeholders below -, can be good step forward in ensuring that whatever is actually written in law stands and applies to everyone. Otherwise, elite state Stakeholders who are de-facto not accountable before the judicial system simply place themselves (but not others) above the law informally and secretly. Also, some crimes of small or medium gravity might be included in laws just as safeguards or economic policies against the behavior of the masses - which is expected to be somewhat more "crude" and unwise than that of elites.
- State Stakeholders. State Stakeholders are meritocraticaly important actors within the state, who enjoy both as a protection and as a priviledge within the law, special treatment in some cases. This is in line with the principle of Constitutionalism. The overall "mass" of State Stakeholders should be small, but not the 0.0023% that it is now with the Western hegemonic elite. Typically it should lie between 5% and 10% of the population. Also the priviledges and protections awarded should be reasonable and not create apartheid as with the Anglo-saxon elite. Also, State Stakeholders should be categories of people - and not a group which decides to "accept" new joiners no matter by what rule. Priviledges and Protections: State Stakeholders can only be tried after they are released from immunity via political process such as exclusion from party, state body, professional or scientific body decision or potentially via referendum, facts later confirmed by Supreme Court. Also, state stakeholders also do not answer for crimes of low or medium gravity (punishable in general by no more than 5 years or punished in effect by 5 years or less) committed against non-state stakeholders. State Stakeholders should be: active statutory leaders of political parties from central or territorial organs who have gained (alone or together) at least Constitutional Minority votes or, even absent Constitutional Minority, active military leaders of the state including and above the rank of colonel (except where title is honorary), active and former political leaders from central (but NOT from local) administration involved in policy making (but NOT the actual enforcers of policy), active members of central government, any person holding the scientific title of Doctor of Sciences or admitted for any PhD programme, any graduate of long-term higher education in a STEM field (all issued by due process of state within the jurisdiction), any person holding at least 1 million USD equivalent minimum balance in Treasury Accounts for each day of the past calendar year (or holding such value in long term, non-revocable investments with maturity beyond the current calendar year), any person actively working as a Researcher or Engineer in a STEM field within any State Accredited body or on a State Accredited Project [eg. via his own company], active heads, board members and C-level executives of State Corporations and private organizations recognized formally as Strategic Enterprise (usually working in Public/Private partnerships), judges, social activists and independent journalists (influencers) involved in political activity with over 10,000 independent genuine impressions over the past year (summed over all channels) or who have had at least 2 major media appearances before accredited mass-media institutions on political topics over the past year - unless they are foreign agents, members of banned groups, promoting ideology explicitly banned by state as main activity, or acting as proxies for such, politically involved persons who do not meet the criteria for influencers directly (or such cannot be established) but for whom the breath and scope of their political activity warrants the title of politically involved and such title is recognized by proper state bodies or validated via referendum, or if this can be established in court (eg. photos at political events, genuine media articles, written or oral statements to the effect by State Stakeholders, documents [eg. advisorship contracts, etc.]), active heads, board members and C-level executives of state recognized media companies except foreign media companies, anyone having earned in taxable income at least 100,000 USD per month for the past calendar year or owning civil real estate within the state exceeding in cadastral value 10,000,000 USD, military decorated with the highest or second-highest medals by central state bodies for military achievements related to at least 1 military victory as well as spies who successfully performed at least 1 successful tour of duty abroad, veterans who took part in at least 1 victorious battle. The children (up to 18 years old or 26 years old if continuing education), family members and affins (up to the 3rd degree), loved ones and close associates of State Stakeholders are not considered State Stakeholders: they answer for trivial and medium gravity crimes except where there is a written objection from a sponsoring State Stakeholder, or where such a written objection has been stricken down following POLITICAL-JUDICIAL process (not judicial alone), such as via legislative decision or by referendum. When accused of any crime, State Stakeholders (and their affiliates unless objection was stricken down) have the right to trial by referendum for any crime: after the conclusion of the usual judicial process, they have the right to resort to individual public referendum on their case: if they are able to gather a Constitutional Minority of all registered voters, or Simple Majority of expressed votes - in favor of their acquittal, they walk free: even if guilty, unless anyone with legislative initiative under due process of law passes a successful "constitutional dissolution" referendum which suppresses the acquittal: in a constitutional dissolution referendum, voting is public and anyone voting against the proposed measures is saying that the measures are so grave that, if passed "they can no longer form part of the state" - in this case they renounce their citizenship and a constitutional resolution process is initiated, resulting in accommodation of the minority somehow or expulsion of it from citizenship and generally voluntary relocation of it outside state borders.
- Military Prowess. The state must use (part of) the resources under its control (including but not only natural resources) to ensure the military prowess of the state so as to defending from external intervention as well as infilitration and mixed warfare. Its policies should also support a strong military, as well as ensure external security WITHOUT any internal ingerence. Submission to other states (such as suzeranity, allowing "state advisors" giving advice of a mandatory nature, allowing foreign enemy troops on own soil, chaging or attemting to change state laws to adjust them to the desires of the enemy without referendum, etc.) is also forbidden - even where suicidal. Dominance in all its forms, including submission to dominance is forbidden. If the state has factually no choice than to either submit or fight, loose and become exterminated, than it will choose to fight, no matter what - even if defeat and factual extermination are certain. Normal diplomatic process and policy making are allowed. Strategic alliances are decided by referendum and political process.
- Libertarian State. State exists only to (1) ensure external security (including internally from mixed warfare, 'colored revolutions' or such, targeting the libertarian nature of the state); (2) safeguard civil rights and individual liberties and their prevalence internally; (3) achieve the goals of humanity (including monumental works such as space exploration and exploitation, advanced fundamental research, prevalance of communism, etc.). The state is not a familiy. It should not nor pretend to take care of its citizen to the point of "knowing better than them" or "protecting the community" to the detriment of even 1 citizen's rigths. The state does not judge nor "put in balance" the interests of the many against those of the few, nor those of different interest groups. It is not about "all of us getting together and deciding how to live" (and in fact very few deciding how OTHERS should live by Western hegemonic standards). It is an alliance of people which exists solely to safeguard points (1)-(3) for which it is also authorized to dispose of state owned resources and to levy taxes and impose fees, as well as adopt and materialize policies to this end. There must be no obligation to follow or support state policy as a private citizen. In particular: No "due dilligence" obligations, no obligations to report crimes (except flagrant violent crimes), etc. The state can in matters of national security or other particularly grave matters impose some requirements, however their fulfillment must fall upon itself: for example, banks cannot be forced to "do due dilligence" themselves, however, they may be obligated to report transactions to state and the state can decide if they are permitted or not (the old way) - and where refused, interested parties can contest such decisions in court, or via political process. In fact due dilligence in today's Western-block is just imposed by Rothschild and the rest to prevent the few non-affiliated banks and wealthy people and institutions out there from trading with their (the Rothschild's) enemies, particularly in profiting from their (Rothschild and the rest') decision not to trade with ther enemies (who are, by the way, you and me.. the reader and the normally-minded, liberty-loving person, as well as the powerful countries and groups supporting such an ideology).
- Anything not explicitly forbidden is permitted. This is a fundamental republican principle. Law by analogy is prohibited. Anything not explicitly and unequivocally banned by law is permitted. That means no person can face legal repercursion for doing anything not prohibited by law (even where it bothers, or gravely harms others). Also, people may NOT break the law to "defend themselves" against some harming them or others without breaking the law. However, the right to do something does not equate to the capability of doing it: people are free to prevent others from doing non-illegal stuff, so long as they do this without breaking the law themselves. Also, "the right to have consensual sex with minors" for example, does not equate that you will be able to find minors willing to have sex with you. If you do however, than no one can prevent it from occuring. Similarly, the "right to bear arms" or use cryptography does not equate an obligation to someone else to sell or provide you with a gun or cryptographic product. He or she however can do this if they so choose. These are called relative rights: you are free do attain them if you succed to do it, without breakint the law. State security forces are obligated to defend people in such circumstances even if they disagree with their actions or their consequences. People should also be educated to know, exercise and respect both their own rights and those of others. They are free to compete in whatever aspect or way they see fit, so long as they don't break criminal law. Civil rights and individual liberties cannot form the object of any limitation or renouncination. They constitute absolute rights. Any contrary clause is considered unwritten.
- Prevalance of liberty in practice. The above principles should not only describe legal "de jure" reality but also practical "de facto" reality. Of course, mild violations can happen, and some more serious ones can occur once in a while, so long as they do not overall diminish or annul the libertarian nature of the society and the state. Finally, again, prevalance "de facto" does not imply an obligation to anyone "to exercise their rights": again, in one perhaps of the more contentios matters: sexually aged minors being allowed to have consensual sex freely as they see fit, does not equate an obligation for them to do so (although it is very likely they will indeed seek to exercise this right): they can act strategically, collude, etc..
- No Ministry of Truth. Schemas (people) over structures. Facts over statements. . While the state and the judiciary is tasked with acting scientifically and based on the truth - to the best of its abilities to consider it, holding differing views even when wrong (or most commonly despite that they are in fact right), must be permitted without restrictions. Also, matters of fact, including principled matters of fact, cannot be relied to as being "already established" as a result of either their being widespreadly promoted as such by the media, by the government, finding themselves stated or adopted as such by state bodies, etc.. Facts prevail. People should also be more concerned about what kind of leaders they endow to lead or be responsible for the activities of certain areas - ESPECIALLY police, prosecutor, judges, commerce registry - rather then insisting on specific separate structures (bodies) or rules to govern such matters. Also, leaders should be deposable by the people whenever the people so consider - most likely because such leaders were or became corrupt, are incompetent, or they changed their stances or behavior: the 1789 (and subsquent) French communist model is good in this regard. Much, much care should be taken to the fact that geniune well-intended and competent leaders and would be leaders (eg. like Mircea Digulescu, Julian Assange, Hugo Chavez, etc.) are likely discredited and frawed up deeply and also made to look incompetent by the adjusting of the enemy activity (increasing it) - while enemy puppets enjoy reduced apparent enemy activity (to make them look good) and so on. The price of freedom is eternal vigilence.

In regard to his envisioned libertarian society, Russia, China, Venezuela, Belarus, the DPRK [North Korea] and Iran, as well as their allies represent the closest match in terms of current foreign policy and to a good extent domestic policies goals. Mircea Digulescu is strongly and firmly against Western, Algo-saxon or, for that matter, any form of hegemonism and oppression. He is against the Western elite rulers, consisting of the self proclaimed 'society of the elect' comprising the families of Rothschild, Rockeffeller, Murdoch, Soros, Rhodes, [Bill] Gates, Clinton, Bush, [Henry] Ford, Hearst, Zuckerberg, [Andrew] Carnagie, Morgan, Bezos and the other few dozen transnational western evil-doers.
Mircea Digulescu is an Eurosceptic, and supports dissolution of the European Union, supporting Ludovic Orban (Hungary) and Peter Pellegrini (Slovakia) stances on the matter. He salutes the BREXIT and wishes furthermore for UK to exit from under the hegemonic rules of the aformentioned families and become an independent state. He supports Nigel Farrage. Mircea Digulescu does not have a significant preference for a US leader, however he does mildly endorse and support Donald Trump as an outsider from the aforementioned hegemonic families. Since Mircea Digulescu aligns with BRICS, CSTO and not at all with the Western Block, he is typically less concerned with internal politics between elites within the latter. He does however salute and endorse the extra-systemic pro-liberty protest movement particularly in Spain and France, as well as more recently in Britain. Mircea Digulescu also supports Palestine and, while in the past favoring a state solution with both Israelis and Palestinians living in peace on the land, recent behavior (2024) of Israel has shown that the grip by Rothschild and the rest on Israel is too deep and its internal and external behavior (genocide in Gaza, Lebanon and assassinations within Iran, Syria and Lebanon - so outside its borders) make a single-state (Palestinian) solution look increasingly like the only realistic viable option internationally. Mircea Digulescu supports Parti Quebecois and Quebec Province secessionism from Canada. He also supports Basc secession from current imperialistic Spain. He does not recognize and condemns as US proxies both Kosovo (Serbia) nor Taiwan (PR China). He recognizes the entirety of the former Ukraine as Russian territory and recognizes and supports Abhazia and South Ossetia. He recognizes Azerbaijan's suveranty over Nagorno Karabah (since 2022 - when both pro-Russian stance of Azerbaijan and pro-Western stance of Armenian ruler Pashynian become obvious). He does support the desire of the Armenian people to exist as well and advises them to rid them self of pro-Western rulers and resume friendly tie with Russia for this purpose. In fact, when he visited Armenia in 2021, he [falsely] believed that Armenian administration was pro-Russia [since it was part of CSTO, EEU and his Russian immigration partner had recommended it], a belief supported by the fact a majority of Armenians are indeed pro-Russian. He was also duped to believe that Azerbaijan was anti-Russian - by the emphasis on some projected joint ship building with USA on the Caspian Sea port which didn't materialize. Mircea Digulescu currently also maintains his recognition of Israel as a state, although this recognition is flickering. He condemns and considers US proxies the Dash terrorists (so called Islamic State or ISIS) [banned in Russia] as well as Chinese Falung-Dong 'movement'. He DOES recognize Kurdistan (after a circa 4 months fliker) but considers current Kurdish 'leaders' in Turkey, Syria and to a large extent in Iraq as US proxies and calls upon them to establish Kuridstan as a secular Republic without bringing undue detriment to Recep Erdogan or to Mahmoud Ahmadinejad. Mircea Digulescu recognizes and, in the current configuration (anti-Western ally) supports the Taliban movement as legitimate rules of Afghanistan. For the avoidance of doubt, Mircea Digulescu unequivocally supports the following world leaders, in this order: Nicolas Maduro [successor to Hugo Chavez] (Venezuela), Xi Jin Ping (China), Vladimir Putin (Russia), Mahmud Ahmadinejad (former president of Iran), Alexandr Lukashenko (Belarus), Kim Jon Un (North Korea) as well as, to a large extent their administrations and their policies, especially foreign policies. Additionally he supports the leaders of friendly nations in general, comprising of BRICS states and opposition leaders as well as non-state actors from non-friendly states who align sufficiently with his views. He also supports Turkish President Recept Erdogan, after the failed US coupe attempt in Turkey and considers him and his administration an ally. He also supports For avoidance of doubt, he also supports Syrian leader Bashar al Assad and his administration. In terms of thought leaders, Mircea Digulescu supports (in arbitrary order): Peter Joseph (The Zeitgeist Movement) [and does NOT support Jacque Fresco], Nigel Farage (BREXIT Party leader), Edward Snowden, Jullian Assange, Bradley Maning, Scott Ritter, Trucker Carlson. as well as some others. He briefly did support Greta Thurenberg (after her 2023 pro-Palestine pivot and before her 2024 attending pro-Western protests in Georgia) but no longer did so for about 2-3 days. Then, starting late 2024-Nov-10, he again supports Greta Thurenberg in the context of BDSM (Ban Deep See something yeah..) and not only: she is developing.. can't be expected to know everything and everyone and whose who and where to participate in movements/protests/stuff and where not. I think she means well.. she is one of Us.In realizing his vision of the world, both conceptually and practically Mircea Digulescu operates the Better World Project.
As an Independent Entrepreneur, Mircea Digulescu is interested in setting up and leading a military-political organization, similar to Wagner Group, Ahmat, Trump Organization and similar – but focusing more on intellectual and strategic deliverables, with less emphasis on physical combat (although might be expanded later). This will be a conglomerate investing in different businesses and developing operational and economic-political capabilities world wide, maintaining an ecosystem of its own and interacting with other similar and lower ranking organization, as well as with the governmental and public sector. Its ethos will be still a libertarian alignment, with support of Russia, China, Venezuela and the rest of the free world. Also as an Independent Entrepreneur, Mircea Digulescu proposes mainly Software products and services. He also proposes setting up a secondary Advisory Organization, offering Strategy and Business Consultancy services as well as forming a think thank to advice on Policy Making and Policy Implementation - mainly outside Western block. Products envisioned by Mircea Digulescu, for which he currently seeks customers, partners and financial investors, are detailed on the Products and include:
SKREM-Suite. An symmetric key [claimed provably] unbreakable encryption solution - security suite based on the SKREM-like ciphers he invented in 2015-2021 (see the Reseach Page and the Downloads Page for further details). The Suite is projected to include a Type Library (open source), Encrypt/Decrypt software, an operating system (based on a ultra-trimmed down and secured FreeBSD version), and some anciliary software for working with air-gapped networks, as well as a Guidelines manual. In the future, the suite will be extended to offer secure communications (S-Chat) and potentially secure and anonymous censorship breaking web-hosting products (S-Webserver), along side authentication, key exchange and key distribution ancillaries. It is intended and will be able to withstand NSA grade adversaries when guidelines are followed properly, and when proper hardware precautions are taken (supply chain attacks). This means not even the CIA, Mossad and 5 Eyes together could ever hope to access data protected by SKREM-Suite, not if the life of Rothschild's youngest child depended on it. Being this secure against top-knotch actors, it is definitely projected to be suitable for sensitive applications such as holding (and occasionally using) cryptocurrency private keys, protecting journalist, whistle-blowers and publishers (like Jullian Assange) as well as simply ensuring the privacy of data of privacy weary individual enthusiasts.
SKREM WebCloud. A project to host and offer services such as secure storage, communications, media publishing dissemination, etc. based on SKREM-Suite. This project has distinct technical, business, legal and military implications and thus will be considered only later and probably be operated by a separate entity outside the brand of MatSoft.

SKREM-Chain. A blockchain based on SKREM-like ciphers with SKREM-based Lamport digital signatures, aimed to be the Bitcoin of post-quantum computing era. It will also mitigate / address the over concentration of BTC capital (BTC whales) currently on the BTC blockchain, by giving somewhat of a "fresh start".
SKREM-Marketplace. A blockchain based exchange aimed to set up economic flows and cycles in a fully decentralized manner, ensuring financing of operations.
MAT SAT Solver. A scientific project and related product by Mircea Digulescu to address the P=NP problem of boolean satisfiability using the techniques introduced in "Towards Solving NP-Complete and other hard problems in practice" (See the Reseach Page and the Downloads Page for further details). These involve a mix of Machine Learning AI, classical Algorithms and Datastructures and lots of data, combined with good computing power.
MAT Game Solver Suite. An scientific project and related product by Mircea Digulescu to solve graph-change games. Particularly for Power Graph games - helping make organizations and state structures resilient by design against infiltrators and traitorship using game theoretical means. Additionally games of interest are Military Games such as drone mash penetration and winning wars of attrition (multi-resource games of success). Could potentially leverage MAT SAT Solver also. Services offered by Mircea Digulescu include:
Leadership Services. In Public/Public-Private and Private spheres. Note that this pertains to strategic and/or operational objectives. Mircea Digulescu is not and does not intend to be a "TV politician" nor "run for elected office" anytime soon. He can however support Policy Makers and Policy Enactors. These activities can take the form of a think tank, or function via delegation of authority to some extent directly.
Strategy Consultancy. Achieving real-world goals using any means. In this sphere Mircea Digulescu has already published and disseminated a Policy Maker advisory document called "Defeating Imperialism: 21st Century Strategies for a Multipolar World Order".
Business Consultancy. Similar to Strategy Consultancy, but pertaining to a specific organization/structure/initiative, leveraging typical international MBA concepts and practices (Mircea Digulescu holds an MBA Professional Diploma in Management, issued by Western block OUBS).
Consultancy for building data centers and scalable systems . Particularly Private/Public Cloud Computing data centers and mashes thereof, similar to Azure and AWS. This includes Software Engineering and Scientific Consultancy (Architecture, Design, Prototyping) as well as leadership consultancy for building and operating teams of software engineers appropriately to achieve this. This is similar to what MAT Business Suite was intended to be at its apogee, and is not considered a mainstream source of revenue, since all but a few select entities already have some sort of Private Cloud solutions. Optimizing the latter can be a target for Consultancy in the sphere.

Lecturing & Knowledge sharing in anti-imperialistic social activism, operating open organizations and societies on the territories of the Western Block, and the like.

As a Computer Science Researcher, Mircea Digulescu researches and publishes (including Peer-Reviewed) on topics of Cryptology (Cryptography), Game Theory and Computability/Complexity Theory. As a Software Engineer, Mircea Digulescu used to bootstrap himself financially and to support his socio-political as well as personal activities from a money perspective. While he can still do this potentially, as details on the Services page show, he would rather focus "on greater things" at this time. It is already time to raise and mobilize large scale capital - no more bootstrapping. The world affairs are at such a junction. As an Amateur Writer, Mircea Digulescu wrote a "mathematical" Explanation of Love which proved to be quite popular both with the intended receipient girl as well as with the wider audience. He also intends to write a fiction fantasy novel, "The Little Big Game of Life" based on ideas he imagined and developed throughout the years, particularly while vacationing in 2015, 2020 and 2021. See the Beletristics Page and the Downloads Page for further details. In 2015 he also started, as a form of fine humor and self-irony a concept called "The Permanent Digulescian Authority". This was supposed to be a parody of how others think Mircea Digulescu sees himself. However, later, in 2021 he though about "what if a true global libertarian and powerful organization, acting outside any jurisdiction, was to be set up.. what would that look like?" and he developed the idea further. Unfortunately, in 2020 and 2022 this concept was associated too much with vacationing and is currently maintained only as fictional writing. Fictional or not, nevertheless some cleaned up concepts and ideas based on this may be interesting for the reader. Some documents and links to the related blog can be found in the relevant section Permanent Digulescian Authority. Finally, while Mircea Digulescu is NOT a mason, given his interactions with these people, and a general legitimate public interest for the topic, a separate section has been dedicated to it Freemasonry. It comprises what Mircea Digulescu learned about Freemasonry as an outsider, some masonic secrets and landmarks he exfiltrated and his general stance on freemasonry-related topics. Main thing to note is that there is the evil Western-block freemasonry and then there are a pletora of unaffiliated (irregular) lodges, some of which were or are beneficial (the Loge of Perfect Equality responsible for the 1789 French Revolution is a perfect example). Also, freemasonry is both the educational and self-perfecting practice and related structures, aimed at bettering a promising human being, and also the related network of people, companies and power. So the educational practices, as a concept, probably date back to before the Roman conquest of Greece, and are in themselves not evil and most likely useful. However, after this historic event, the network (social) side of freemasonry has be perverted to serve imperialistic interest in the Western block. That is for regular freemasonry (English, as in UGLE+UGLS, UGLA, etc. and the lodges in amity with the above). A few masonic secrets Mircea Digulescu discovered as a NON mason are presented. However, as a curtasy and also as a respect to those who might wish to join the NON-WESTERN (irregular) side of things, "the fun" will not be spoiled fully. Finally, since Mircea Digulescu is not a mason, he does not know all such secrets nor does he claim to. Additionally, when publicly disclosing masonic secrets and publishing on topics of Freemasonry, Mircea Digulescu encountered the heaviest resistance from authorities in the Western Block (police beatings, forced curtails, etc.) so care will be taken as to his own security also. 1. Intelligence and Strategy Consultancy by Mircea Digulescu
Mircea Digulescu has a passion for some activities in the information and strategy sphere. His self-developed and practical experience might thus sometimes out-perform that of some established entities.
The single most important contribution that Mircea Digulescu can bring is setting up and operating as part of a strategic think tank offering deep, useful, actable insights and creative solutions and approaches to concrete problems and operations facing decision makers and fellow strategists. Additional proposals for specific cooperation include but are not limited to the following areas:
·Resiliency by Design. Building and offering insights into how to create the Structures, Systems and Culture of Organizations and how to scheme them with personnel so as to make them by design – game theoretically – hard to compromise via cooption and infiltration and also how to enable them to function effectively.
·Operations. Anticipating strategies of adversaries. Analyzing and evaluating treason risk, uncovering infiltrators and agents foreign to some organization. From individual experience and leveraging Game Theory background this can be particularly effective when countering the western methodology of infiltration and compromise. Competitive negotiation support.
·Cryptography, Information Security and IT Operations. Mircea Digulescu is quite knowledgeable about Cryptography and has invented a novel type of symmetric key cryptographic system himself (see the cryptography part of section 4 below). Other schemes in pipeline include a novel Symmetric Key Authentication scheme over a public channel (with zero leaked knowledge), FoF identification, digital signature systems and cryptographic chain of command authorization systems. Information Security and ITOPS are also in scope.
·C4I IT Systems. Developing software system to control aid and generate insights pertaining to C4I operations and maintenance of critical infrastructure in working order. Developing modules or offering services related to such.
·Technical Software. This is software that runs on embedded, forward deployed hardware.
Cooperation in this sphere can take the form of on-demand or revolving contracts, public speaking, trainings, compiling reports and recommendations and leading concrete projects to completion.
Mircea Digulescu is both a leader and a manager. He is particularly talented in inspiring and “putting together” groups of smart people. He can also communicate effectively across several different echelons of smartness and awareness on life and world affairs.
Proposals for Leadership Services include:

Mircea Digulescu has held a number of leadership and managerial roles in his professional career. While the portfolio below speaks for itself, it is less than ¼ of 1% of the potential capacity for leadership that Mircea Digulescu can manifest. The situation is such because, having been born and living for a long time in Romania, due to the socio-political context, he was never entrusted with a significant role.
Mircea Digulescu’s leadership portfolio and credentials include:
·Founder, CEO and CTO of Mat Soft Technology (2009-2014). Raised 165k euros (from 500k euro initial promise) at a $2.5M valuation from distant relative of his, a Romanian business man and, together with his own funds, created the company in 2009. The startup aimed to offer a private cloud infrastructure, on top of which a business process automation engine (BPMS) can be run and operated. From a commercial perspective this was a Robotization Process Automation (RPA) company in present day terminology. See details about the product and the phase to which it was bought here: MAT Business Suite. In 2012, the investor terminated financing being generally obscure as to reasons. Leading Mat Soft Technology involved functioning as both CEO and CTO (having invented the platform and algorithms of the underlying technology) and leading a team of 4-9 elite software engineers as well as handling stakeholder relationships and legal matters. After Mircea Digulescu sold his company to investor in 2014 for 1 euro, the idea was picked up and successful developed by Romanian “unicorn” UiPath.
·Director of Engineering. Leading the Bucharest Engineering Office of Bolt.eu and growing it from 3 to 23 people senior engineers (2018-2019). Bolt.eu (then Taxify) is the European ride-hailing and on-demand tech services provider, competitor to the US Uber and Lyft. The official title was Engineering Manager, but the effective work was that of Director. Leadership involved some elite technical contributions (solutions) as well (see Section 3 below), but included holding 1-1 meetings, screening candidates via interviews, performance management and evaluation, appraising migration and other risks for each office staff member, having technical meetings and maintaining relations with the corporate parent (including status updates) remotely via the Head of Engineering. I earned 17.000 Euros / month while working with them.
·Vice President of Technical Product Management with DevFactory (2018 and 2020). DevFactory is a large IT conglomerate which is a terminus points for many small startups which fail to self-sustain. The role involved discovering, fixing and improving the technical architecture of the products of such companies and finding ways to integrate them into existing portfolio. Work was of an elite level (moderate technical depth though). This was a leadership role because it involved working in an advisory role to company CEO and President, as part of a team. I earned $16.000 USD / month while working with them.
·Product Manager with SIVECO Romania (2005-2006). This was my second job at my first employer (20-21 yo). Starting as a software engineer, I was quickly noticed by VP of Engineering and Execs of SIVECO Romania and moved into a semi-leadership role: I owned the technical roadmap of the Business Intelligence and Analytics (OLAP) product of the company. They also used me to do presales and to fix stuff before customer acceptance for big budget gov’t contracts, like The National Bank of Romania and the romanian National Health Inssurance House, as well as pitch the product to private companies on the Romanian market at the time, like Accelor-Mittal group (Steel), Romanceram (Ceramics), Velpitar (bakery) and others. While they made quite some money from me, I was not close to any leader there and was not involved in sharing profits. I earned 700 euros / month while working with them.
·Professional Certificate in Management, The Open University Business School (2005-2006) – distance learning, via Codecs. Learned MBA and Management (undergraduate level). Was quickly remarked and courted by the non-gov’t secret organizations for the first time.
·Professional Diploma in Management, The Open University Business School (2007-2008) – distance learning, via Codecs. I continued my MBA studies at a postgraduate level and completed the program with Distinction (top <5%). Course involved both individual work, tutor marked assignments as well as brief in-person meetings in Bucharest and Brussels for residential schools.
·Moscow School of Management SKOLKOVO (2013). Was offered admission for fulltime MBA program but did not join since it was terminated the same year and also required 60k euro payment. I did have the opportunity to take an interactive demo course for Competitive Negotiation with renowned Israeli lecturer Moty. Application process took place 2010-2012.
3. Computer Science R&D and Teaching by Mircea Digulescu
Mircea Digulescu is an independent researcher in Computer Science. He never got financing for his activities, but is actively looking. His interests and publications are detailed below. He would like to identify partners to finance research and development up to products in each of the following areas:
·Cryptography. Mircea Digulescu is keen on Cryptography and has invented a novel cryptographic scheme based on a new technique he calls entropy enhancement. While not a mathematician, he is knowledgeable about the workings and fundamental security assumptions of most cryptographic schemes and protocols today. Also he is insightful about implementing and using cryptographic systems securely, avoiding common pitfalls like timing attacks, using low-entropy seeds, dictionary-based edit-distance attacks, using compromised machines to enter the secret key and more.
oIn Pipeline: Functional Encryption: Turing-complete computation over encrypted data using SKREM-like ciphers (~2029?). The aim is to allow computations of arbitrary algorithms for a registry machine (which is Turing complete) over encrypted data, without knowing the decryption key. This would allow for scenarios where data can be uploaded to the Cloud in encrypted form, the cloud can perform some advanced operation without revealing the algorithm to the user, and finally send back the result to the user also in encrypted form. As a result, the Cloud processor never learns the data it processes, and also the end-user never learns the details of the advanced algorithm used. This idea is in development.
oIn Pipeline: Light Reading on Cryptanalysis: automating breaking of substitution ciphers and recognizing plain texts (~2028). The purpose is to build a system which takes as input a text encrypted with a substitution cipher and efficiently outputs the plain-text. As ciphers become ever more sophisticated, this can be useful in brute force attacks on more sophisticated encryption, in cases where not enough of the original plain text is known. Ideas for the paper have been fully developed.
oIn Pipeline: Super Simplified SKREM: Practicalizing Unbreakable Symmetric Key Encryption with Short Secret Keys (~2025). Introduces a simplified, practical variant of SKREM ciphers, based on the paper below, which has better algorithmic performance characteristics (number of random bits required, running time and memory complexity). Ideas for the paper have been fully developed. They include a one-time pre-permutation of the Grand Master Table based on the bitwise key and its negation alone.
oCompleted, Peer Reviewed: Irrefutable One-Time Cryptographic Digital Signatures based on SKREM-like ciphers (2021). Signing short documents with a priory published, one-time public key, without making use of public key cryptography. This can be used to sign transactions on a block chain. Ideas for the paper have been fully developed. Completed as part of the paper Applications of SKREM-like ciphers. See the Research Page for links. oCompleted, Peer Reviewed: Multilateral Secret Agent Recognition, Authorization and Coordination over a Public Channel based on a Shared Secret Key(2021). Introduces a symmetric-key protocol for secret agents on the field to recognize each other over a public, monitored channel by simultaneously proving to each other knowledge of a shared secret, with zero-knowledge about it leaked to other observers on the channel. It also allows them to prove their rank to the most senior one on the field, without revealing it to others of lower rank than themselves. They can then also use this scheme to coordinate actions secretly. Unlike other schemes which rely on public key cryptography with prime factorization at its core making them vulnerable to attacks by quantum computers, this scheme relies on security of SKREM-like ciphers which are not vulnerable to quantum attacks. oCompleted, Peer Reviewed: Secure Coin Flipping and Cryptographic Commit Protocol based on SKREM-like ciphers (2021).Allows agents to commit to choosing a certain number without revealing it upfront. This in turns allows secure coin flipping. Unlike existing schemes whose security relies on prime factorization at its core, this scheme relies on security of SKREM-like ciphers. oCompleted, Peer Reviewed: Hiding Data in Plain Sight: Towards Provably Unbreakable Encryption with Short Secret Keys and One Way Functions (2019 December, 2021). Introduces a novel symmetric key encryption scheme based on a technique of entropy enhancement based on the theory of algorithmically random sequences, by requiring up-front a large master table of random bits. Unlike existing schemes, it does not rely on the hardness of algebraic operations (such as the algebraic field inverse) but instead on that of indirection based on a random sequence. oIn Pipeline: Automatic SAT Solver (~2026). Discover (perhaps automatically) and a better 3-CNF-SAT solver than those in existence, based on the ideas presented in the 2019 paper.
oIn Pipeline: Automatic Algorithm Finder (~2026). Refine and Implement the techniques from the 2019 paper to produce an algorithm which finds algorithms to solve hard problems. How fast will it find KMP, constant time 32- and 64- Bit Counting or A*? How about a good algorithm to efficiently factor 50 digit numbers?
oIn Pipeline: Exact 3-CNF-SAT solver when there are many solutions (~2025?). Exploiting the fact it is known that there are many solutions to a 3-CNF-SAT expression, finding one should be faster than in the general case.
oCompleted: Towards Solving NP-Complete and Other Hard Problems Efficiently in Practice (2019 November). Introduced the field of Finite Algorithmics: reasoning about problem difficulties for bounded inputs. Offered ideas and approaches for automatic and computer-aided discovery of algorithms for hard problems, on the finite case. oCompleted: Nondecidability of Halting Problem – a Personal Proof (2013 September). Constructed a paradoxical computer program proving that there is no general-case solution for the Halting Problem. See here.

Deals with the concept of balancing production and spending with active military operations in order to withstand and win conflicts spanning a long period of time (such that war material is constantly being produced and churned). oIn pipeline: Mosquito Drone Strike: Attack and Defense versus a Swarm of Drones (~2026). Expands upon the paper below to deal with the case where missiles can travel backwards in space. Idea is in development.
oIn pipeline: Hold the Line: Missile versus Interceptor duels and the k-servers problem (~2026). Deals with identifying the best strategy for a massive missile attack and the corresponding best response on the defense side. Idea is in development.
oIn pipeline: Survival and Prosperity: Multi-Currency Investment Strategy with forced spending (~2026). Deals with determining the optimal strategy for reaching an objective over a period of time starting with an initial capital across multiple currencies and choosing the most adequate investments for this purpose. Idea is in development.
oIn pipeline: Threats and Bribes in the Stable Marriage Problem (~2026). Expands upon the 2019 and 2016 papers to the case where boys are willing to take risks of a worse outcome in order to issue ultimatums to one-another before game play so as to obtain a better match in case their threats work. Paper discusses the general structure of this new ultimatum problem and proposes an algorithm for identifying a reasonable strategy under a specific model. Ideas for this paper have been fully developed.
oIn pipeline: Applications of the Stable Marriage Problem (~2026). Introduces a series of problems which can be formulated appropriately in terms of Stable Marriage Problem, including the likes of Vendor versus Contracting Authority, where an oligopoly of vendors colludes to get the best prices and projects from a number of accepting customers. Ideas for this paper have been fully developed.
oCompleted: Weakening Nuclear Posture can result in added security (2019 Feb). Brief note on how certain combinations of doctrines lead to war, while weakening that of just one actor can result in peace. See here (in Romanian).
oCompleted, peer-reviewed: Farsighted Collusion in Stable Marriage Problem (2019 May, 2022). Presented an efficient algorithm for computing the unique farsightedly stable boy-optimal matching in the Stable Marriage Problem. Also criticized earlier work pertaining to the subject and presented a few connected interesting results. The large body of the work is an independent rediscovery of results by Jun Wako (2010), adding upon them further details (a full implementation) of the efficient algorithm and structuring the proofs in a language more attuned for computer scientists (versus mathematicians), requiring fewer theoretical prerequisites. Introduces a O(m*log n) network time + O(n*log^2 n) external time method for distributed sorting, involving a dynamic, adaptive network topology. While the O(m*log n) bound is matched much simply by the MM algorithm using sorting networks, the approach of adaptive topology is judged to be of general interest and the method is presented as an inspiration for other researchers to examine this kind of approach. Ideas for this paper have been fully developed.
oIn pipeline: Sub-linear Time Routing in Urban Networks (~2027). Introduces an efficient method, based on smart precomputation to support queries of the form “shortest path from A to B” in graphs representing Urban Networks, which should run much faster than Dial’s algorithm and A*.
oIn pipeline: Memory Efficient Van Emde Boas Data Structure (~2023). Combines a vEM Tree with a Universal Perfect Hashing scheme to obtain an expected time O(log log U) INSERT / DELETE / FIND / UPDATE / MIN / MAX / PREDECESOR / SUCCESOR data structure with only O(n) memory for n queries of keys in the universe 0..U. This improves on vEM Trees in terms of memory consumption from O(U) to O(n).
oCompleted, peer-reviewed: Shortest Path in a Weighted Graph with Small Edge Costs (2003, GInfo). An independent rediscovery of Dial’s algorithm O(V+E*C) and the brief presentation of a method to further reduce complexity to O(V+E*log log C) using a vEM Tree. Neither Mircea Digulescu, nor the reviewer from GInfo, were aware of Dial’s algorithm at the time (which is so obscure in literature that finding it on Google Scholar is still unsuccessful as of Feb 2021).See the Research Page for links. I encountered heavy resistance at getting my work published in indexed peer-reviewed journals – for matters of form - not lack of correctness or relevance, which lead to delays. Finally, in summer of 2019, after completing all work except dissertation, I withdrew from the PhD program in order to get my diplomas. I thus graduated ABD – all but dissertation (for which indexed publications were required).
·Trainer at Academia Credis (IT Training) –Java Basic (2017): I taught the Java Basic course to a class of about 15 adult students as a side job, more out of passion and my desire to learn Java as well. This was an on-site, in person project, during evenings. I earned 1000 EUR for the month-long course.

·Building substitutes for Cloud technology or Expanding existing Cloud technology. Mircea Digulescu has the technical know and is savvy to rewrite and expand / improve products which substitute existing Cloud services, such as AWS SQS, SNS, S3, Redis, SQLLite and many others. He can rebuild such services from absolute scratch, or use existing open source repositories (eg. Kafka, Redis) to speed up delivery. He can also build non-standard components, suited for a particular use. This is especially handy for building Private Clouds and for solving concrete engineering problems for organization which do not want to or cannot host their applications on public clouds or use open source technology (for example for security reasons).
·Solving difficult and open-ended (undelimited) engineering problems. Besides run-time performance, many companies require that problems for which it is inherently difficult to arrive at a solution be solved. For example, for Bolt.eu (European Uber/Yandex Taxi), Mircea Digulescu developed the technical architecture to provide them with their own version of Google Maps, including deducing traffic patterns and congestion from existing GPS data from their drivers on the roads. This allowed the company to save many millions in annual costs and gain strategic independence from Google. He did this based on the paragraph-long requirement: “We need to have an independent alternative to Google for routing.”
·Performance and Accuracy Optimization. For companies that already have existing products or code-bases, Mircea Digulescu is usually called upon to make them actually work – either making them run acceptably fast (or blazing fast as a competitive advantage sometimes) or improving the accuracy of the data they produce or the way they function.
·Big Data Analysis and Process Automation.When data volumes get large, most “standard” software engineers become overwhelmed and try to improvise some shaky system using open source components, coupled together in way that either doesn’t work, or doesn’t work well enough. Mircea Digulescu offers and implements solutions that live up to the required performance, reliability, automation, accuracy and ease of use requirements, while leveraging existing investments as much as possible.
·Building Reliable and Resilient Systems (Enterprise or otherwise). ·Bolt.eu (then Taxify.eu) https://bolt.eu(2018-2019). Bolt.eu (then Taxify) is the European ride-hailing and on-demand tech services provider, competitor to the US Uber and the Russian Yandex Taxi. The personal technical contribution for Bolt.eu included determining the architecture of system to function as an internal competitor to Google Maps for routing drivers to riders and computing Estimated Time of Arrival (ETA), based on OpenStreetMap and the GPS location points collected from the drivers, and performance-optimizing the Spark jobs part of the dataflow. It also included writing the Redis scripts for fast computation of a location suggestion service (guessing where the riders wanted to go) based on several signal sources and heuristics, obtaining O(1) performance and 95% accuracy. The third important task was writing from scratch a driver-rider matching module, emphasizing performing as many mutual acceptable matches as possible, using the Min-Cost-Max-Flow algorithm based on Ford-Fulkerson method. Additional projects included corrected technical decisions for a compliance reporting project for the Australian gov’t and another data intelligence one for marketing. These are all production systems, running currently with over 100 million active users, and over 10 Billion monthly transactions: when you open the Bolt.eu app to order a ride, the automatic destinations suggestions, the ETAs you see for the pickup and drop-off, as well as the very driver which is assigned to you, all go through systems technically built by Mircea Digulescu. I earned 17,000 Euros/month for 12 months on this onsite role.
·Collective2 https://trade.collective2.com (2017-2018). Collective2 is a “poor man’s hedge fund”, democratizing investing by allowing small individual investors to discover and automatically duplicate – for a fee –, strategies of top traders on capital markets, especially stocks and derivatives. I developed the entire reporting infrastructure for them, including retrieving, caching and serving historical Stocks, Derivatives and FOREX quotes, determining VaR MTM value of portfolios, integrating live quotes, all culminating with an accurate and responsive P&L service. All this was technically interesting work, involving SQL query design and optimization, Database Connection Pooling, Cache Eviction Strategies, Service Monitoring, as well as financial domain specific knowledge, useful for implementing an Option Settlement Calculator and many other details. The work was particularly challenging since the client was a startup, and thus did not want to take the costly alternatives using high-priced historical and live quotes services that most hedge-funds and banks take. While the title was Senior Software Engineer, I was working directly with the company founders. I earned $6,500 USD/month for 7 months on this remote role.
·Hearsthttps://www.hearst.com (2019-2020). Hearst is a western international media conglomerate, the creator, among others of the blockbuster western film The Avengers. My project was for their IT Services department. It involved fixing, modernizing and automating some workflows, mainly pertaining to flow of financial data concerning reimbursements from PeopleSoft into Concur and then Cognos. The project entailed creating a new SQL data model and C# tasks, all while working with stakeholders, users and third parties to correct and remake the flow properly. Automation tools like Informatica were also employed. My title was Technical Architect. I earned $11,900 USD/month for 7 months on this remote role.
·Cegekahttps://www.cegeka.com (2014-2015). I did performance optimizations and stability fixes for their Cegeka Care healthcare / nursery homes product mini-ERP system, which the existing team was unable to tackle after months of trying. In doing this I reduced the web system’s loading time from >1 minute to 2-3 seconds, and the per-page loading time of heavy pages from 30-45 seconds to about 4 seconds. An interesting part of the technical solution involved implementing an Euler walk of a housing units tree to allow O(1) is-ancestor queries, directly from SQL. Project was in C#/MSSQL/ASP.net. My title was Senior Software Engineer. I earned ~2500 euros / month while working with them, for 3 months. Project was on site.
·Societe Generalehttps://www.societegenerale.com (2016). I worked on a desktop application which is used by traders to trade on markets, especially stocks and derivatives. I implemented a filtering module for financial instruments and provided the technical solution for an efficient Options’ financial curves evaluation module which integrated with their VaR portfolio evaluation module. I also did other fixes and enhancements for this Front Desk trading tool, which allowed traders to perform both manual and automatic tasks, such as hedging, automatic trading, etc. Even now, billions of euros in trade goes through the modules I have built. I earned 2200 euros / month while working with them, for 9 months as Senior Software Engineer. Project was on site.
·Finastra (then Misys)https://www.finastra.com (2017). Finastra (then Misys) is a global firm developing software for the Banking System, having more than 90% of the top 50 banks as customers. My responsibilities involved performance optimizations and stability fixes on their core Summit product. Received excellent feedback from both customers and management. I learned a lot about core banking operations, including financial products for Money and Capital Markets. I earned 3000 euros / month while working with them, for 5 months, as Technical Lead. Project was on site.
·BNR (working for SIVECO)https://www.bnr.ro (2005). While working for SIVECO Romania I did an Analytics and Business Intelligence project from scratch for the Romanian National Bank. The project involved collecting, processing and serving data for two main areas: financial supervision and banking stability. I was involved in operating the 2005 stress-test of the banking sector which identified banks vulenarble to financial shocks such as the upcoming 2008 financial crisis. I also got acquainted with modern money mechanics and the then-in-effect Basel II standard. I earned 700 euros / month while working here as Software Expert, for 3 months for this on site role.
·CNAS (working for Siveco)http://www.cnas.ro (2006). While working for SIVECO Romania I did an Analytics and Business Intelligence project from scratch for Romanian National Health Insurrance House. It involved mainly analytics and projects over consumption of medicine, both for planning and fraud detection purposes. I learned that the Romanian population had overall a rather large consumption of medicine. Project was on site, during the period of time when I was Product Manager at SIVECO Romania – they generally used me to show credibility to the beneficiary and streamline signing of acceptance papers for the >$10 million multi-annual software project. I earned 700 euros / month while working here, for 2 months, on site.
·Mat Soft TechnologyMAT Business Suite (2009-2014). While bootstrapping and benefiting from a small investment, I designed the technical architecture and implemented a few modules in an ambitions Private-Cloud integrated system, commercialized as a BPMS tool. I was also technically leading a team varying from 3 to 10 people. From a commercial perspective we were a Robotization Process Automation (RPA) company. The concept is largely the same as that of later successful Romanian “unicorn” UiPath https://www.uipath.com and US intelligence company Palantir https://www.palantir.com. The technical work was pretty advanced, but the small size of the investment did not allow it to be all completed in that go. I worked as CTO, Chief Architect and Software Expert essentially; all while fulfilling CEO duties as well. Project was in C#. I did not earn money while working here, but was instead bootstrapping and spending my own savings.
·DevFactoryhttps://devfactory.com (2018 and 2020). DevFactory is a large IT conglomerate which is a terminus points for many small startups which fail to self-sustain. The role involved discovering, fixing and improving the technical architecture of the products of such companies and finding ways to integrate them into existing portfolio. Work was of an elite level (moderate technical depth though), focusing on the AWS cloud services, like AWS SNS, SQS, SendGrid, ElastiCache, Cognito, Secrets, CloudFormation, etc. One project involved architecting a responsive Contact Tracing App system scaled globally (billions of users), which can be used during pandemics or wrt to people handling secret information. I earned $16.000 USD / month while working with them, for 5 months in total, on this remote role.
·Mircea Digulescu also received Senior Software offers from Google (2011 and 2021) and Amazon (2019) – which is a true attestation of his skills. He declined however, since they didn’t pay enough and imposed travel restrictions.
